Adobe Acrobat question?

Posted this earlier but had it in the wrong category. I would like to be able to create a questionnaire as a .pdf doent that I can email to a client, have them fill it out ONLINE and email it back to me. My question is, can Acrobat do this? I realize I have to have the pro version to create the doent with fillable fields, but does the client have to have it as well? Or does he/she just need to have Acrobat Reader in order to fill them in?
