Is the conservative philosophy on life that there'll always be people who aren't worth having health care?

Since conservative market fundamentalism says there must be "winners" and "losers" in the redistribution of resources, does it essentially say there must be a broad undercl of "losers" whose economic productivity must always be less than the costs of health care?
